The DNC registry is a massive list of hundreds of millions of #s that is changing ever so regularly, and we are not mandated to scrub against that. Nor is it a violation to message someone on that list. The purpose of the DNC is more specific to telemarketing, than opt-in messaging.
Remember, if text messaging is being done correctly, opt-in consent from the consumer is being collected prior to them being sent a message. Many clients and resellers, including those on our Admin and support teams have numbers on the DNC, yet are still capable of joining text messaging alerts offer by business operating both on and off the mobile platform. The DNC and Mobile Campaigns are not tied to the other.
What about the individual state registries where applicable?
Same answer as above. These are not relevant to opt-in permission based messaging.
