10-DLCs and TF#s can be used across multiple accounts so long as the messaging is for the same company and their texts contain the same company reference.

For example, many clients with multiple locations where loyalty is tracked independently in separate accounts share a code and send blasts on behalf of "COMPANYNAME" as well as location-specific rewards.

When in doubt, remember, TF# and 10-DLCs are "dedicated codes" verified or registered for use by one company. The name of that company must appear in the messages.
