The Terms & Conditions URL that displays on the public facing private label can be located in the CLIENT ADMIN of the master account. 

Step 1.

Log-in to the master account.

Step 2.

Click Client Admin.

Step 3.

Locate and click the REGISTRATION SETTINGS button. The field for the Terms & Conditions URL is at the top of the pop up.
